FEDERAL UPDATE – HOUSE PASSES CARES ACT AND PRESIDENT SIGNS IT
Today, House lawmakers voted to approve a $2 trillion economic recovery package, known as the CARES Act, and the President signed it. The bill contains a lot of content, so we will be prioritizing the items in it that we think might be most important to you. In coming days we will provide detailed information on various topics via a series of separate updates for you.

STATE UPDATE – GOVERNOR DEWINE SIGNS COMPREHENSIVE BILL INTO LAW IN RESPONSE TO COVID-19 PANDEMIC
Governor DeWine signed House Bill 197 this morning at the Statehouse in Columbus, enacting measures in response to COVID-19. Some of the provisions of the bill include a waiver of state school testing requirements, an extension on Ohio’s primary election to April 28th through mail-in ballots, and an extension on Ohio’s income tax filing deadline. Voters can also request an absentee ballot for the primary election over the phone as well as online at https://ohio.gov.

STATE UPDATE – SHAREDWORK OHIO: THE VOLUNTARY LAYOFF AVERSION PROGRAM FOR OHIO EMPLOYERS
SharedWork Ohio may be of some benefit to businesses impacted by the COVID-19 pandemic. SharedWork Ohio is a voluntary layoff aversion program. It allows businesses to retain employees during periods of reduced business activity. Under the program, participating employers reduce the hours of their employees, and the Ohio Department of Jobs and Family Services provides eligible employees with an unemployment benefit in proportion to their reduced hours. Ohio employers are eligible to apply if they are (1) current on their unemployment insurance report and taxes, (2) have at least two affected employees, and (3) agree to the program requirements.

STATE UPDATE – LT. GOVERNOR JON HUSTED DISCUSSES EXTENDING UNEMPLOYMENT BENEFITS TO INDEPENDENT CONTRACTORS
In today’s press conference, Lt. Governor Jon Husted mentioned his team is preparing to build resources and systems for 1099 contractors to apply for unemployment benefits, although nothing has been formally established yet. We will continue to monitor this.
